Dr.
John Osborne
arrived in Rawlins in 1881 after graduating from the
University of Vermont with a degree in medicine and
surgery the previous year. Doctor, surgeon,
druggist, real estate magnate, rancher, banker,
world traveler, and politician are titles that aptly
describe his colorful life. Among his many
political accomplishments were: the second mayor of
Rawlins; elected governor in fall of 1892; elected
to the U.S. House of Representatives in 1896; and
served as the First Assistant United States
Secretary of State in the Harding Administration
beginning in 1913. He passed away in Rawlins on
April 24, 1943.
